They struggle because the change does not yet work inside people’s real day.

Agreement is mistaken for adoption

People nod in the meeting, support the direction, and then return to the same habits, priorities, and constraints as before.

Resistance is treated as attitude

What looks like resistance is often a practical constraint: capacity, clarity, risk, incentives, or old work that has not been removed.

Change is added without making room

New initiatives compete with existing work, current measures, full calendars, and local realities that the change plan did not account for.
